A: 2: It's an elementary problem: The correct call is two hearts, confirming a fit and defining the strength promptly -- desirable with a weak hand. A one-spade response would do neither. If partner next bid two of a minor suit, a return to two hearts would not show the three-card support and would make it hard for partner to evaluate.
